With such a wide-ranging definition of SCG, the potential for divergent interpretations of the crises and developments of the postwar period is considerably enhanced. A review of some of the more common models will serve both to illustrate this diversity and to identify some of the requirements essential to any theory of SCG. 3 Models of Sub-Central Government The explicitly theoretical treatment of SCG is a relatively recent phenomenon.

For the bulk of the postwar period, any discussion was limited not only to the relationship between central departments and local authorities but also to the ‘agent’ and ‘partnership’ versions of this relationship.
